GBA Plus roles and responsibilities
All federal officials and organizations have a role to play to ensure that GBA Plus leads to better results for Canadians. We do not, however, all have the same roles.
GBA Plus is a key consideration at all stages of the policy, program, and legislative process, and is not simply an “add-on.”
Select each of the actors in the diagram to learn more about their GBA Plus roles and responsibilities in implementing GBA Plus.
- Act as a centre of excellence for GBA Plus, both inside and outside of government;
- Build the capacity of departments and agencies in sustaining the practice of GBA Plus; and
- Facilitate the transfer of GBA Plus knowledge, provide technical advice, guidance and assistance.
- Build organizational capacity by implementing a GBA Plus framework, including a centre of responsibility;
- Routinely apply GBA Plus to programs, policies and legislation to name a few; and
- Monitor and report on GBA Plus practices and outcomes.
- Challenge assumptions and ask probing questions;
- Seek out relevant data and information about diverse groups of women, men and non-binary people and how they may be affected by policies, programs and initiatives;
- Include GBA Plus considerations in recommendations to managers and executives; and
- Document their GBA Plus process, including materials to support recommended options and to provide evidence of due process.
- Champion the practice of GBA Plus and support staff training;
- Support the sustainable practice of GBA Plus in the organization; and
- Ensure evidence of GBA Plus is included in relevant business cases and Cabinet documents.
- Play a challenge-function role to ensure GBA Plus in Cabinet documents;
- Provide guidance on incorporating GBA Plus into Cabinet documents; and
- Apply GBA Plus to internal work.
Parliamentarians:
- Oversee GBA Plus implementation across government; and
- Strengthen the implementation of GBA Plus by examining the practice of GBA Plus across Government, as done by the Parliamentary Standing Committee on the Status of Women.
Ministers:
- If GBA Plus is applied and considered at every stage, Ministers will be well informed to make decisions.
- Sustainable implementation of GBA Plus will contribute to federal government actions being more responsive to the needs of diverse people.
- Ultimately, GBA Plus contributes to the advancement of gender equality in Canada, in line with domestic and international commitments and expectations.
